The energy efficiency schemes launched across the US should focus primarily on people in “fuel poverty”, a researcher from the Energy Policy Institute in Chicago has argued recently.
His research paper suggests that offering people money to inconvenience themselves on behalf of the environment will be taken most seriously by the poor.
The report recommends future programmes to target lower-income customers directly, particularly in areas with hot summers.
